Haikou Meilan International Airport opened in 1999 to replace the space-constrained, centrally located Dayingshan Airport, giving Hainan's provincial capital room to grow as the island developed rapidly after gaining provincial status in 1988. Since then it has expanded through repeated terminal projects, most recently a large new Terminal 2 completed in phases through 2023, and now ranks among China's top 20 airports by passenger volume as it supports Hainan's development as a free trade port.
Construction of Meilan Airport begins in November 1996 after approval by China's State Planning Commission earlier that year, following a 1993 agreement between the State Council and Central Military Commission to build the project.
Haikou Meilan International Airport officially opens on May 25, 1999, located about 25 km southeast of downtown Haikou, replacing the constrained Dayingshan Airport.
The original T1 terminal building is expanded, with the east and west corridors further enlarged in 2002 and 2014 respectively.
A new international terminal opens on August 14, 2013, increasing simultaneous international departure capacity from three to ten flights.
Terminal 2, roughly double the size of T1, opens on December 2, 2021, as part of the airport's second major expansion phase.
The international section of Terminal 2 begins operations on February 7, 2023, replacing the original international terminal entirely.
The airport processes about 26.85 million passengers in 2025, ranking 20th among China's civil airports, with plans for a third terminal and new runway under evaluation to raise capacity to 40 flights per hour.
