Definition

An INAD (Inadmissible Passenger) is a traveller refused entry to a country by its immigration authority and returned to the point of embarkation or another country. Airlines are legally and financially responsible for the deportation of passengers they carried who were found to be inadmissible at the destination.

Handling inadmissible passengers is one of the most operationally and legally sensitive areas of airline ground operations. An inadmissible passenger creates immediate operational challenges and significant financial liability for the carrying airline.

Why Passengers Become Inadmissible

Passengers may be found inadmissible for: insufficient or invalid passport (expired, damaged, wrong type), missing or invalid visa for destination or transit country, a name appearing on a security or exclusion list, health documentation deficiencies, failure to meet entry conditions (inadequate funds, no return ticket, criminal history).

Airline Liability

Under ICAO Annex 9 and national immigration law, the airline that transported an inadmissible passenger is responsible for: returning the passenger at its own expense to the point of origin or another country willing to accept them, paying any government-imposed fines (which can reach thousands of dollars per passenger in some jurisdictions), covering detention and escort costs.

INAD Handling Procedure

When an INAD is identified at the destination: the immigration authority notifies the airline. The airline's handling agent arranges the return journey. The INAD passenger may be escorted by immigration officers or airline staff on the return flight. An INAD SSR code is added to the PNR for the return journey.

Prevention
