Definition
ETOPS is the certification framework that allows twin-engine airliners to fly routes a set number of minutes away from the nearest diversion airport on one engine, replacing the older blanket 60-minute rule and enabling twin-engine jets on long overwater and remote routes.
The Problem ETOPS Solves
For decades, regulators required twin-engine airliners to stay within 60 minutes' flying time (on one engine) of a suitable diversion airport at all times — a rule dating to 1953, when twin engines were considered too failure-prone to trust further from land. That single restriction effectively locked twin-engine jets out of the most direct routes across the North Atlantic, the Pacific, and other long overwater or remote stretches, forcing them onto longer, less efficient dogleg routings that hugged land, while only three- and four-engine aircraft (DC-10, L-1011, 747) could fly the direct route.
How the Rating Works
ETOPS — Extended-range Twin-engine Operations Performance Standards — replaced that blanket 60-minute rule with a certification framework tying an airline's permitted diversion distance to the demonstrated reliability of a specific airframe-engine combination and the airline's own maintenance and dispatch procedures. An ETOPS rating is expressed directly in minutes of single-engine flying time to the nearest adequate diversion airport: an aircraft and operator certified for ETOPS-180 may fly routes up to 180 minutes from a suitable airport on one engine; higher ratings — ETOPS-240, ETOPS-330, and now ETOPS-370 for the longest-range twins — permit correspondingly more remote routings. ETOPS-180 and ETOPS-207 ratings together are enough to cover roughly 95% of the earth's surface, since almost nowhere on a great-circle route between major city pairs sits further than that from a usable airport.
From 1985 to Today
The FAA approved the first ETOPS rating — ETOPS-120 — in 1985, and TWA flew the first revenue ETOPS service on February 1, 1985, using a Boeing 767 on the Boston–Paris route, burning roughly 7,000 lb less fuel per hour than the three-engine competition flying the same city pair. The rating has climbed steadily since as twin-engine reliability improved: today's widebody twins (777, 787, A350) routinely hold ETOPS-330 or ETOPS-370 certification, which is precisely why twin-engine aircraft — far cheaper to operate than four-engine jets — now dominate long-haul international route networks that used to require a 747 or an A340. In 2017 ICAO formally broadened the underlying concept to EDTO (Extended Diversion Time Operations), recognizing that the same diversion-time logic now also applies in some contexts to aircraft with more than two engines.
The Aviation In-Joke
Pilots and engineers have long joked that ETOPS really stands for "Engines Turn Or Passengers Swim" — a dark reference to what a simultaneous dual-engine failure over open ocean would actually mean. The joke persists precisely because ETOPS certification is designed to make that scenario vanishingly unlikely: it isn't just an aircraft rating but a whole operational discipline, covering engine reliability tracking, specific maintenance procedures for ETOPS-critical systems, and crew training for the diversion decision-making a genuine engine-out event over remote terrain would require.
