Overview

The International Civil Aviation Organization is a United Nations specialized agency created by the 1944 Chicago Convention on International Civil Aviation, which entered into force and gave ICAO permanent status on 4 April 1947. Headquartered in Montreal, ICAO now has 193 member states and works to secure the safe, efficient, and orderly worldwide development of civil aviation by developing Standards and Recommended Practices (SARPs) across 19 Annexes to the Chicago Convention, covering everything from airworthiness and air navigation to accident investigation and aviation security. The organization is led by Secretary General Juan Carlos Salazar Gómez of Colombia, in office since August 2021, alongside a Council chaired by its President. In 2025 the ICAO Council repeatedly flagged GNSS (satellite navigation) radio-frequency interference originating from North Korea as a growing threat to international air navigation safety, an issue carried into discussion at the 42nd Session of the ICAO Assembly.
