EUROCONTROL

Overview

EUROCONTROL, the European Organisation for the Safety of Air Navigation, was established in 1963 under the International Convention relating to Cooperation for the Safety of Air Navigation and operates as a pan-European civil-military organization headquartered in Brussels, with major sites also in France, Luxembourg, and the Netherlands. It counts 42 Member States plus 2 Comprehensive Agreement States after Iceland's accession in 2025, employs over 2,000 staff, and manages an annual budget exceeding €1 billion, funded largely through a route-charge system tied to member states' air traffic volume and GDP. EUROCONTROL's central operational role is acting as the Network Manager for the European air traffic management network, coordinating flow and capacity across European airspace in support of the EU's Single European Sky initiative, and it has been investing in a next-generation Network Manager Operations Centre. Raúl Medina Caballero has served as Director General since 2024.
