Definition
OTP (On-Time Performance) is the key performance indicator measuring the percentage of flights that depart or arrive within a defined threshold — typically 15 minutes — of their scheduled time. It is the primary punctuality metric used by airlines, airports and regulators.

OTP is the most widely tracked operational performance metric in commercial aviation. It directly affects passenger satisfaction, airline operational cost, crew utilisation, slot compliance and airline reputation rankings.
The 15-Minute Standard
IATA and most industry reporting bodies define an on-time flight as one that departs or arrives within 15 minutes of the published schedule. Some carriers and airports track tighter thresholds (5 or 10 minutes) internally. Departure OTP is measured against gate departure time (off-block); arrival OTP against gate arrival (on-block).
What Affects OTP
OTP is influenced by: aircraft turnaround time and ground handling efficiency, ATC delays and en-route congestion, slot compliance and A-CDM processes, weather at origin, destination and en-route, late passengers, late connections, security incidents, engineering and maintenance events.
Delay Code Reporting
IATA's standard delay code system (IATA AHM 730) assigns a two-digit code to each delay cause. Airlines use these codes to categorise delays by responsibility: airline-controlled, ATC/weather, airport, handling agent. Accurate delay coding is essential for both internal improvement and regulatory reporting.
OTP and Slot Compliance
At Level 3 coordinated airports, operating significantly outside the allocated slot time can result in regulatory action. CTOT (Calculated Take-Off Time) compliance is monitored by EUROCONTROL's Network Manager in European airspace.
Industry Benchmarks
Global OTP averages typically range between 75% and 85% depending on region and season. OAG, Cirium and FlightAware publish monthly OTP rankings for airlines and airports.
