A useful distinction: regulator vs. industry body
It helps to separate aviation organizations into two broad groups. Regulators have legal authority to set and enforce binding rules within their jurisdiction. Industry bodies are associations that member organizations join voluntarily, to agree on common standards, share expertise, and represent shared interests — without the power to compel non-members to comply. A third, smaller category worth knowing is accident investigation bodies, which look into what went wrong after an incident but, deliberately, don't hold regulatory power themselves.
What is the key difference between a regulator (like a national civil aviation authority) and an industry body (like IATA)?
Where it all started: the Chicago Convention
In 1944, near the end of the Second World War, representatives from more than fifty states met in Chicago to agree on how international civil aviation would work once peacetime travel resumed. The result was the Chicago Convention, which created ICAO and set out principles still in use today — including that each country holds sovereignty over its own airspace, and that safety standards should be harmonized internationally so that an aircraft certified in one country can reasonably be trusted to operate in another. ICAO's detailed technical standards are published as a series of numbered Annexes to the Convention, covering subjects from personnel licensing to aircraft accident investigation, and updated over time as technology and experience demand.
ICAO — the global standard-setter
The International Civil Aviation Organization (ICAO) is a United Nations specialized agency, headquartered in Montreal. It develops international standards and recommended practices that its member states agree to work toward — covering everything from air navigation to safety oversight. ICAO doesn't operate airlines or airports itself, and it doesn't directly regulate individual airlines; its standards are implemented by each country's own national authority, which retains the actual enforcement power.

Independent accident investigators
When something goes wrong, the body that investigates is usually deliberately kept separate from the regulator responsible for day-to-day safety oversight. Agencies such as the NTSB in the United States or the AAIB in the United Kingdom exist specifically to determine the causes of accidents and incidents and recommend improvements — without the power to punish anyone or issue new binding rules themselves. This separation matters: it means investigators can focus purely on finding out what happened, including cases where the regulator's own rules or oversight arguably played a role, without their findings being shaped by liability or enforcement concerns.
Why are accident investigation bodies like the NTSB or AAIB usually kept separate from the national safety regulator?
National regulators
Each country has its own civil aviation authority with legal power to certify aircraft, license pilots and airlines, and enforce safety rules within its borders — for example the FAA in the United States or EASA, which coordinates aviation safety regulation across the European Union, in Europe. These bodies are the ones with actual enforcement authority over airlines, airports, and aircraft operating in their airspace, and they are the ones that translate ICAO's international standards into binding domestic law.
National regulators also negotiate agreements with each other so that certifications aren't duplicated needlessly. Under a Bilateral Aviation Safety Agreement (BASA), for instance, two countries' regulators can agree to recognize each other's aircraft certification or maintenance approvals, rather than each requiring a full separate review of the same aircraft or component. This kind of mutual recognition, built on the common baseline that ICAO's standards provide, is a large part of why an aircraft designed and certified in one country can be sold, operated, and maintained almost anywhere else in the world without starting the certification process over from scratch.
Regional coordination bodies
Some regions add a further layer above individual national regulators. In Europe, for example, Eurocontrol coordinates air traffic management across dozens of countries, helping national air navigation service providers work together as a single, more efficient system rather than a patchwork of separate national ones — particularly valuable given how densely packed and cross-border European airspace is.
IATA — the airlines' trade association
The International Air Transport Association (IATA) is a trade association whose members are airlines. It doesn't regulate anyone, but it plays an outsized role in standardizing how the commercial side of aviation works — things like the BCBP boarding pass standard, common ticketing and settlement systems between airlines, and industry-wide operational recommendations that make interline and codeshare travel possible.
ACI — representing airports
Airports Council International (ACI) plays a similar role for airports that IATA plays for airlines: an association representing airport operators globally and regionally, advocating for their interests and coordinating shared standards and best practices.
Putting it together
When a new safety standard needs to become mandatory, it usually flows from ICAO's international standards, through each country's national regulator, into binding local law — with independent investigators feeding lessons from real accidents back into that process. When the question is how the industry cooperates commercially and operationally — ticketing formats, baggage interline rules, service benchmarks — that's much more likely to trace back to IATA or ACI instead.
