Without a visa, your options are limited to the airside terminal itself: duty-free shopping, a handful of cafés, and the business lounges (Pulkovo Business Lounge domestic, International Business Lounge airside) if you have Priority Pass, a day-pass, or airline status.

There's no hotel attached to the terminal, but the Azimut Hotel St. Petersburg Airport and a few other properties sit a short (5–10 minute) taxi or shuttle ride away, useful for a long overnight connection if your visa situation allows you to leave.

Russia does not offer visa-free airport transit to the vast majority of nationalities — unlike many European or Asian hubs, you cannot simply walk out of Pulkovo into St. Petersburg without a valid Russian visa arranged in advance (an e-visa exists for a limited list of eligible nationalities, single-entry, tourism-only). Staying airside between connecting flights without crossing border control is a different matter and doesn't require a visa, but that's not the same as a city visit.

Transit visa requirements vary by nationality and change frequently. Always verify with the official embassy or consulate of Russia before travel.
